Sir, Your news pages report (June 4) that Russian citizens are leading the destabilisation of eastern Ukraine and that they are supported by armed Russian “volunteers”. Yet in your editorial that same day (“Putin’s D-Day date with the west”) you say that the west should not extend the limited sanctions imposed on Russia unless the destabilisation of Ukraine “intensifies”.
So a partial Russian invasion is OK, it’s only a full-fledged invasion that should provoke greater sanctions?
Is that what the west meant when it guaranteed Ukraine’s borders and sovereignty in the Budapest Memorandum in 1994 when Ukraine gave up its nukes?
